In the distant future, humanity lives in domed cities due to an environmental disaster centuries earlier referred to as "The Rupture". A small group of scientists in the city of Ranga are experimenting with music in order to bring back emotion in their sterile, technical world. They hope to achieve this by synthesizing the perfect musical instrument, known as the Electribell. One scientist, named Rangi, is sent out into the wasteland beyond the domes to salvage parts for the Electribell. He discovers a strange artifact shaped like a bell. Meanwhile, Rangi's co-workers discover that one of their members of their group is actually an android and decides to destroy it, using their robotic creation Johnny 5 (who they believe will not react emotionally). Johnny is actually a retired officer from the police force who goes by the code name New Johnny 5. He was supposed to be destroyed along with other officers who were sent to flush out a dangerous criminal, but was discovered and repaired after many years. New Johnny 5's handler decided to resume his purpose of capturing dangerous criminals, which he does using cybernetic enhancements.
